Over the weekend, a video of **Waymo**, **Zoox** and a **Tesla Cybercab** jammed on the same Austin street ripped through X. Three brands, zero drivers, one pavement. We do not repost that clip. We ask a different question: **who actually runs fleets we can source?**

Key takeaways

- **Waymo still leads on numbers we have:** **\~4,000** robotaxis **Reported** (Sep 2026), with a **Confirmed** floor of **3,067** from NHTSA Dec 2025 data. Fifteen U.S. cities. Texas alone has **1,102** registered vehicles (Confirmed subset).
- **China filings fill the next two slots:** **Pony.ai 1,975** Confirmed (HKEX, as of Jun 30 2026). **WeRide 1,800+** Lower bound for robotaxis alone, inside a \~3,400 L4 fleet.
- **Baidu discloses cities, not cars:** Apollo Go is in **28 cities** (Confirmed). Vehicle count is not in the IR — so our chart shows **n/d**, not a guess.
- **Gaps stay gaps:** Tesla Cybercab, Zoox and Cruise have **no row** in our deployments database. We do not invent a count for the Austin jam brands.
- **Delivery is a different league:** Neolix claims **30,000+** RoboVans shipped (Lower bound). That is L4 delivery, not passenger robotaxi — left off the ranking bars on purpose.

**How to read this**Every number comes from the Behind Robotics deployments database. **Confirmed** \= regulator or exchange filing. **Reported** \= approximate press or IR wording (“roughly”, “approximately”). **Lower bound** \= “more than.” Waymo’s Confirmed 3,067 and Reported \~4,000 are **not summed** — different dates and methods. WeRide’s 1,800+ is robotaxi-only inside \~3,400 L4 vehicles. Baidu’s 28 is cities, not cars. Brands with no database entry get a gap label, not a bar. behindrobotics received no payment from any company named here.

Passenger robotaxi fleets from our deployments database. Gaps (Cybercab, Zoox, Cruise) stay labelled — no invented counts. Metrics and dates differ by row.

01 · The street vs the database

## Three brands, one pavement, uneven data

The Austin standoff was a perfect viral object: Waymo, Zoox and a Cybercab in frame. Engagement followed the spectacle. Our job is the other half of the story — **who publishes a fleet we can put a confidence label on**.

Waymo is the only U.S. robotaxi operator in our current deployments file with both a regulator-backed count and a recent press estimate. China operators show up through exchange filings and IR releases. Zoox, Cruise and Tesla’s Cybercab programme do not yet have a units row we trust enough to chart. That is a data gap, not a ranking of zero.

02 · Waymo

## The hard floor and the live estimate

In December 2025, Waymo told the U.S. National Highway Traffic Safety Administration it had **3,067** robotaxis running its fifth-generation Driver stack. TechCrunch reported that NHTSA figure in March 2026\. We tag it **Confirmed**.

By late September 2026, TechCrunch put the live fleet at **roughly 4,000** across **15** U.S. cities, averaging about **500,000** paid rides a week, with roughly 80% of the cars in California and Texas. We tag that **Reported**. Texas vehicle registrations alone showed **1,102** Waymo vehicles as of September 24 — a Confirmed **subset**, not an add-on. Semafor later repeated the 15-city footprint and cited plans to grow toward 8,000 / 20,000; those plans are not entered as units in our database and do not appear on the chart.

03 · China filings

## Pony.ai and WeRide put numbers on paper

Pony.ai’s Hong Kong interim results (filed August 18, 2026) state that as of **June 30, 2026** its global robotaxi fleet stood at **1,975** Gen-7 vehicles on BAIC, GAC and Toyota platforms, with a target of **3,500+** by year-end. That is a filing — **Confirmed**.

WeRide’s July 31, 2026 IR and SEC 6-K put the global L4 fleet at **approximately 3,400** vehicles, including **more than 1,800 robotaxis**, with about **400** of those in the Middle East. “More than” becomes **Lower bound 1,800+** on the chart; the 3,400 L4 total stays Reported and is **not summed** with the robotaxi row.

04 · Cities without cars

## Baidu’s Apollo Go and the empty cells

Baidu’s Q2 2026 results say Apollo Go’s global footprint has reached **28 cities**, with fleets accumulating hundreds of millions of autonomous kilometres. The IR does **not** disclose a current vehicle count. Our database records the 28 cities as Confirmed sites and leaves units blank. On the scoreboard that reads **n/d** — sites only.

Tesla Cybercab, Zoox and Cruise have no fleet-unit count in our deployments database today. The Austin jam proves they can share a street. It does not give us a database number. Neolix’s investor-backed claim of **more than 30,000** RoboVans across **300+** cities is real Lower-bound scale — for **delivery** AVs, not passenger robotaxis — so it stays in the footnote, not the ranking bars.

Data table

| Operator | Metric | Value | Label | As of |
| --------------- | --------------- | ------- | --------------- | ---------- |
| Waymo | Robotaxi fleet | \~4,000 | Reported | 2026-09-24 |
| Waymo | 5th-gen (NHTSA) | 3,067 | Confirmed | Dec 2025 |
| Pony.ai | Robotaxi fleet | 1,975 | Confirmed | 2026-06-30 |
| WeRide | Robotaxi only | 1,800+ | Lower bound | 2026-07-31 |
| Baidu Apollo Go | Cities | 28 | Confirmed | 2026-08-18 |
| Baidu Apollo Go | Fleet units | n/d | — | — |
| Tesla Cybercab | Database entry | — | not in database | — |
| Zoox / Cruise | Database entry | — | not in database | — |

**Bottom line**The viral clip showed three brands on one street. Our database still only ranks fleets we can source and label. Waymo leads on both Confirmed and Reported counts. Pony.ai and WeRide follow on China filings. Baidu shows cities without cars. Cybercab, Zoox and Cruise stay empty cells until someone gives us a number we can defend.
